October 2001 No Infrastructure Population:  The population of SA that had no access to any form of formal water infrastructure as per the 2001 Census.  This includes all people drinking "unsafe" water from a dam, spring, stream, river, well, etc.

No Infrastructure Population - April 2012:  The current estimated population with no access to any form of formal water infrastructure.  This estimate is based on Census 2001 and updated with actual project progress prior to MIG implementation.  Since MIG implementation, annual delivery is estimated based on MIG Allocation.

% Backlog:  Total population with no access to any formal water infrastructure as a % of the total estimated backlog.
