The purpose of Compliance Monitoring

The purpose of Compliance Monitoring is to coordinate and monitor compliance with legislation (primary & secondary) standards. This also includes water use entitlement conditions and regulations across all sectors, including resource directed measures, dam safety and solid waste regulation.

Description of functions

The mandate of the Chief Directorate: Compliance Monitoring is the assurance of compliance to water use regulations in:

  • Mining
  • Institutions
  • Agriculture and Forestry sectors
  • Industrial sector
  • The assurance of compliance to dam safety regulations

The goals of the CM are to contribute to:

  • promoting good governance;
  • ensuring fairness;
  • strengthening the credibility of environmental requirements;
  • protecting goods and services provided to consumers by a well-functioning ecosystem;
  • protection of public health and safety;
  • lower impacts/risks posed to the water resource quality;
  • demonstrating the DWS’ compliance commitment by creating credible presence;
  • increasing investor confidence by reducing business risks;
  • stimulation of innovation and;
  • increasing competitiveness.

The Chief Directorate consists of the following units


Directorate: Compliance Monitoring Institutions

Directorate: Compliance Monitoring Institutions, develop and implement regulatory policies, strategies, guidelines and standard operating procedures for compliance monitoring for public institutions, promote and continuously improve effective compliance monitoring of public institutions; compliance of all water users against Reserve conditions; provisioning of training. Monitoring compliance against issued NEM:WA RoDs for water related aspects.

Directorate: Compliance Monitoring Agriculture & Afforestation

Directorate: Compliance Monitoring Agriculture & Afforestation, develop and implement regulatory policies, strategies, guidelines and standard operating procedures for compliance monitoring for agriculture and forestry (and other stream flow reduction activities); promote and continuously improve effective compliance monitoring of water users and Water Management Institutions within the agriculture and forestry sectors; provisioning of training.

Directorate: Dam Safety Regulation

Directorate: Dam Safety Regulation,register and classify all dams with a safety risk; ensure that all dams are designed with safety risk, built and altered in accordance with appropriate standards; ensure that Cat II and III dams are evaluated and inspected by APPs at 5 year intervals; dam safety reporting.

Directorate: Compliance Monitoring Mining

Directorate: Compliance Monitoring Mining, development and implement regulatory policies, strategies, guidelines and standard operating procedures for compliance monitoring for the mining sector; promote and continuously improve effective compliance monitoring of water users within the mining sector; compliance of all water users across the sector; provision of training.

Directorate: Compliance Monitoring Industries

Directorate: Compliance Monitoring Industries, development and implement regulatory policies, strategies, guidelines and standard operating procedures for compliance monitoring for industrial sector; promote and continuously improve effective compliance monitoring of water users within industries; compliance with all water users across the sector; provision of training.
