Regulatory Comments 2011 :
A declining performance trend is detected, which is indicative of a water services authority that does not completely follow the steps from documentation to implementation as prescribed by the Blue Drop Certification process. The Sunday River Valley Local Municipality does not perform according to its potential and there is ample room for improvement. An encouraging finding is the appointment of three trainees, which is in line with the focus of the municipality to build the capacity of process controllers. This is an investment into sound and effective drinking water quality management. It is trusted that the intended agreement with Amatola Water (which is expected to provide assistance with the formulation and implementation of the water safety planning process) will fast track the implementation of risk assessment and management processes. Particularly, the shortcoming of chemical monitoring is preventing the full spectrum of risk management to be adopted. Relatively low compliance figures are recorded and on closer inspection it is evident this is worsened by a low sampling frequency, which results in a single failure to impact significantly on the annual compliance figures.
