Overview
The Strategic Framework for Water Services sets out the national framework for the water services (water supply and sanitation) sector. The Strategic Framework will inform the development of detailed strategies to give effect to the framework. The purpose of the Strategic Framework is to put forward a vision for the water services sector in South Africa for the next ten years, and to set out the framework that will enable the sector vision to be achieved.
This Strategic Framework is the umbrella framework for the water services sector. It addresses the full spectrum of water supply and sanitation services and all relevant institutions. The White Paper on Basic Household Sanitation (2001), which focuses specifically on basic sanitation services, will be amended where necessary to ensure full compatibility with this Strategic Framework. This Strategic Framework updates the 1994 White Paper.
The Strategic Framework for Water Services was approved by Cabinet on 17th Sepember 2003.
DWAF reports on the progress of the sector against the medium to long term targets as set out in the Strategic Framework. This also includes the key strategic issues identified during the period under review.
The report was developed to fulfill Target 19 of the Strategic Framework. DWAF reports on sector development and progress annually.
