  PUBLIC PARTICIPATION
  Public participation in decision-making concerning integrated water resource
management is one of the basic principles of catchment management in South
Africa.
Public participation must actively engage the need for participation of all
segments of society, including those that have historically been disadvantaged
and marginalised, in accordance with the principles in the Policy and the Act.
In particular, effort must be made to include women, rural communities and the
poor in all decision-making structures and consultation processes.
