In terms of Public Service Regulations of 1999, National Government Departments
are required to develop strategic plans for each financial year and report quarterly
on the progress of implementation. To give effect to this strategic plan, it has to
be cascaded through all Departmental structures.

In addition to the statutory requirement, the strategic plan or business plan
provides a management tool for aligning staff to a particular vision and hence
providing a framework to evaluate and prioritise the activities of the Department
in achieving that vision.

In this regard, the Directorate held a workshop on the 28th and 29th August 2001
to develop its strategic plan. This report documents the outputs and analysis of
the workshop and is intended to act as a reference document for strategy
implementation in the Catchment Management Directorate.

During the latter half of 1998 the Directorate: Catchment Management
(DCM) was established with the ambit of taking forward Chapters 7, 8
and 9 of the then recently promulgated National Water Act (NWA).

It was very much understood that this Directorate would play the role
of developing policy and guideline tools that would assist the Regional
Offices, the implementing arm of the Department, to facilitate and
implement the establishment of the various water management
institutions.
